Howard James Moore was born December 22, 1959 in Jefferson, Texas, to Mary Moore and J.C. Moore. He attended and graduated from Jefferson Schools.

He united with Judea Missionary Baptist Church. He worked at Morton Thiokol Army plant, drove for U.S.A., and Blackburn Syrup Co. Later, he moved to Arlington, Texas, and then to Seattle, Washington, for a while before returning to Arlington to be close to his family. While there, he began working at a security company.

Howard was preceded in death by his parents and two brothers.
